Understand Minnesota DDS

Minnesota Disability Determination Services, within the Department of Employment and Economic Development, makes medical eligibility decisions for SSA using federal guidelines. Apply for SSDI or SSI through Social Security rather than through a state household-benefits application. SSA also checks the nonmedical requirements for the program. If DDS requests medical information or an examination, follow the notice and identify all relevant treating sources. Include care outside Minnesota when it helps document the condition, its duration, and its effects on functioning.

Distinguish SMRT From Social Security

Minnesota DHS’s disability determination guidance explains how disability can be established for Minnesota Health Care Programs and the role of the State Medical Review Team, or SMRT. Ask the worker handling your health coverage whether a SMRT review is needed and how the referral works. A state certification for a health program does not award SSDI or SSI cash payments. Likewise, do not assume every health coverage applicant needs a separate SMRT decision when an existing qualifying SSA decision may be relevant.

Use MNbenefits For Its Listed Programs

MNbenefits allows residents to apply for multiple listed assistance programs and send supporting documents to their county or Tribal Nation. Review the program list rather than assuming the portal includes every type of health coverage or federal benefit. Keep pay records, housing costs, and other requested proof available for the household application. If a document is uploaded after the application, retain the confirmation and follow up on any notice that still lists it as missing.

Keep Medical Certification And Service Needs Clear

A healthcare eligibility worker and an SSA examiner may ask different questions even when reviewing the same condition. Describe your actual symptoms, treatment, and support needs consistently. For the federal claim, include concrete examples of limits in work-related activities and any assistance or adjustments you needed on the job. If you also need community support, explain the unmet daily need separately. Ask which documents should go to which reviewer; do not assume a record sent to a county worker automatically reaches DDS.

What If I Receive Two Different Decisions?

Read each notice for the program, reason, and review rights it addresses. A state healthcare determination and an SSA decision are not identical judgments about every benefit. Keep separate response dates and copies of submissions. If SSA denies the federal claim, use the appeal instructions on its notice rather than waiting for a SMRT or county decision. If a state program requests more information, continue responding while the federal claim proceeds. Ask for help interpreting a notice early enough to act on the correct process.
